Valenciaport closes the year half a point above the average results of the Spanish Port System with a decrease in traffic of 2.81%. This downward evolution in 2023 of both the Valencian docks and the rest of the Spanish ports can be explained as a consequence of the contraction of international trade and the generalised decrease in cargo handled in all ports – a consequence of the economic crisis caused by the conflicts in the Ukraine and Palestine and the uncertainty derived from the Red Sea conflict.
The data of the Statistical Bulletin of the Port Authority of València (PAV) for 2023 put the total volume of management in the Valencian terminals during 2023 at 76,746,424 tonnes. Although this figure represents a decrease in traffic compared to 2022, the decline is below the average for Spanish ports, which is -3.3%.
The president of Valenciaport, Mar Chao, explained this to the members of the Board of Directors of the Port Authority of València which was held this morning in the Clock Building. The president also explained that in the last quarter of 2023 Valenciaport has managed to recover traffic figures – with growth of 8.6% in December, 19.31% in November and 6.99% in October (compared to the same months of 2022) – although this boost, she said, has not been enough to close the year with a balance in growth.

As Mar Chao explained, in terms of short-term expectations, a change of trend has been detected in container traffic (TEU). This positive evolution began in October 2023 and continues to this day, driven by transit traffic (derived from the crisis of the conflict in the Red Sea). Thus, in December there was a growth in the number of containers of 13.13% (compared to the same month in 2022), in November it was 18.72% and in October it was 4.36%.
The balance for the year in goods vehicle traffic amounted to 643,000 vehicles, +6.6% more than the previous year. In terms of passengers, the APV increased by +13.4%, with 1.56 million passengers, of which 781,000 were cruise passengers (+25.4% increase).

Proposal for the award of the project for the construction of the inland rail network of the Port of Sagunto
The Council awarded the contract for the “construction project of the inner rail network of the Port of Sagunto” to the bid submitted by Acciona Construcción, S.A., for a maximum execution period of eleven months and for an award amount of 15,537,999.16 (VAT included). The Council has proceeded to make this award given that it is a contract worth more than 12 million euros.
Modification of the terms and conditions of the open tender for the operation of the nautical-sports facilities in the northern area of the Port of València
The PAV Board of Directors has approved the modification of Base nineteen of the open tender for the operation of the nautical-sports facilities with the aim of clarifying the obligations of the future concessionaire in terms of subrogation of personnel. In this sense, the concessionaire will be obliged to subrogate as employer in certain labour relations: seamen, security and surveillance and maintenance of the systems necessary for this, maintenance and conservation of green spaces, cleaning or gardening. In the event that the Consortium provides new information and/or extends the list of employment relationships, the specifications will be updated on the contracting portal and by means of an informative note published on the PAV’s website (www.valenciaport.com).
In another of the points dealt with by the PAV’s Board of Directors, the appeals for reconsideration lodged by the workers of the Valencia 2007 Consortium in liquidation were rejected. The decision was taken on the grounds that the Port Authority of València has duly complied with its obligations.
Renewal of the collaboration agreement with UNCTAD (United Nations Conference on Trade and Development) for a further four years.
With validity until 31 December 2027, this agreement will regulate the cooperation between these organisations for the development of the TrainForTrade Port Training Programme.
This collaboration began in 2007 and given UNCTAD’s interest in maintaining it and the commitment of the Port Authority of València to continue contributing to the economic and social development of the developing countries of Latin America, a new Memorandum of Understanding has been agreed with UNCTAD and Puertos del Estado to regulate the collaboration for a further four years, thus enabling both the support network for developing countries and the network of European port partners of the UNCTAD Port Management Programme to be extended.
Proposal to initiate the procedure for the granting of a surface right on the former base of the Alinghi America’s Cup team

The Council has agreed today to carry out the appropriate procedures to initiate the procedure for the granting of the request for the constitution of a surface right on the building of the former base of the Alinghi team in the America’s Cup, in response to the request made by the City Council of Valencia. This decision is based on the PAV’s desire to favour and not hinder any initiative or dynamic project in the dock.
